After nearly 70 blog entries and dozens of comments, we feel that Duquesne’s Dirty Secrets has run its course. With contributions from many, including supporters in the community, we have shared information that’s not surprisingly just the tip of a very large iceberg. Guaranteed, more is coming out, but for now we’ve said all that we care to say.

A compilation of not just one but many people, DDS was established to show the true colors of the mayor, the police chief and others in Duquesne city government and the police department who exist only to take, lie and break the law to benefit themselves. We were accused of libel: the act of defaming another’s character. However it is not libel when the allegations are true. In every accusation, we showed the proof through documents that are public record, and spoke to those who were there first-hand and will, if requested, testify as to what they know.

We were cheered on by those who know the truth about what has gone on in this town for years and we were also attacked by those who have benefitted from the corruption, such as being given jobs, promoted, re-hired, etc. We were called cowards for not showing our identities, yet those who accused us of hiding attacked us anonymously.

So, this is our last post, but the link will remain forever open in cyberspace to be viewed by all. Although we will no longer monitor comments, we may, once in a while, glance at the number of web hits.

Duquesne Announces New Hire

Soon to be former Illinois Gov. Rod Blagojevich has been hired as a consultant for the City of Duquesne. "With his background and qualifications in corruption and illegal activity, he'll fit right in!" said mayor stubby. When asked about Blagojevich's experience in seat selling, chief lefty said "That'll really come in handy cause there's a couple of broken chairs in the police department we got to get rid of."

It has become common knowledge in and around city hall that chief lefty has been kept more and more "out of the loop" on just about everything. Example: The two new police cars were a complete surprise to the head of the police department until he saw them parked in the garage. As far as the equipment and decals, word is he had no input on that either. Could it be that the old leftster is soon to be kicked to the curb? Two new cars with nothing to say about them... sounds like a "red flag" to us.

The good news is he can still be indicted after he retires!

Did the City Break the Law?

Posted clearly on all of the polling places in Allegheny County were signs that read "NO CAMERAS PERMITTED INSIDE THE POLLING AREAS" yet at city hall, voters walked past and through stubbys $40,000 surveillance system. The City manager tells the Daily News that the city is facing hard times yet they spend 30K on fake brick?

In an earlier post we said that the city spent $30,000 on a camera system for the police station. The fact is that the actual cost (as per the Daily News on October 11th) is $37,950. And the system also maintains surveillance in the horribly crime-ridden city park.

Councilman Elwood Martin was quoted in the paper as saying that the monies came out of a drug forfeiture account and he hopes that the city will be reimbursed by the DA’s office. We hope so too woody because 38 grand could have bought:

Laptops, with all the necessary software, for all of the police cars, two new police cars, two part-time officers. One full-time officer, new firearms for the entire department, training for a DARE officer in the school, training and material for a juvenile crime prevention officer in the city or even a professional grant writer to find more monies that could be used for the protection of our residents and/or educational and anti-crime programs for their children.

DDS has learned that West Mifflin has recently installed a camera system in their police department. Including cameras with sound, the cost was a little over $3,000. In Duquesne, the cost to the taxpayer to install a camera system in the police station that the chief can watch from home exceeded $30,000!

Ironic that a new camera system has us asking the question "What's wrong with this picture?"

1.) Why were two officers fired in the Spring when the police department was down in manpower during the juvenile, rock-throwing incidents?

2.) Why wasn't the mayor's cop buddy fired for moving to Munhall while still employed here?

3.) Now that the city has been ordered to hire those officers back and give them their backpay, why do the taxpayers have to foot the bill (tens of thousands of dollars) for stubby's arrogance and stupidity?

4.) Why did the city spend thousands of dollars on a camera system for the police station just so lefty can sit at home and watch his officers?

This is your chance to put them on the spot! If you are a taxpayer, they owe you alot of answers. Go to the council meeting at City Hall and DEMAND THEM!!!

Arbiters Decide... Taxpayers Lose Again!

Back in March of this year, Stubby, in his usual arrogance decided to fire two police officers. Remember this came at the height of the juvenile crimes and lack of police coverage? Anyway, both officers filed greviences and, at the city's request, both were decided by not one but two arbiters at the cost of $5,000 each! Now, both arbiters have independently ruled that Officer Harnyak and Sgt. Ebbitt were wrongfully terminated and are to be re-instated. Once again Stubby's "I did what I did because I could" attitude got the city in a jackpot. Both officers are to be awarded not only back-pay between March & September, but tens-of-thousands of dollars in missed overtime. These monies will come out of the city coffers. i.e. the taxpayers wallets!

Because half of the Duquesne police vehicle fleet is broken down and in need of repair, officers have had to turn to alternative ways to answer calls. Maybe if stubby and gang spent less money on arbitrators and attorneys, the city could pay a few repair bills.

Case Fixing? You Be the Judge

DDS has learned that the police chief's favorite past time of case fixing and screwing his own officers continues. It works like this: When an officer makes an arrest that goes to trial in county court, there is a subpoena list generated by the District Attorney's office. Witnesses on that list are sent a court subpoena demanding their attendance.

While every other police department in the county has to abide by these rules, it seems that there has been a long-standing practice in Duquesne where officers have been sent subpoenas but lefty decides as to who attends and who does not. So, in many cases, the DA commands an officer to be in court but lefty orders some cops to ignore an official court document. We heard that one Assistant District Attorney even asked "Who the hell does he (the chief) think he is?"

By the way: Apparently lefty has disciplined and even suspended officers for not appearing while under subpoena. (Of course his pets don't get into trouble). One has to wonder how many other subpoenas have been "lost" when one of "Chief Arrogant's" croonies have come to trial.

Keeping Their Feet to the Fire

The word on the street, and in city hall itself, is that we've rattled a few cages over the past couple of months. We have proven without a doubt that the First Admendment is not only a right to be enjoyed by all, it is also a very powerful weapon to be used against those who thumb their nose at the law and prostitute the system that they are sworn to serve to punish those who don't agree with their dirty politics.

Case Fixing, Drug Dealers, Now Shady Accounting!

A source in the police department tells DDS that for years there has been a contingency or "flower" fund that the officers have the option to pay into. The fund exists for the purchase of flowers, mass cards, Christmas parties, etc. Many of Duquesne's finest opt to contribute at $5 per pay to the tune of $130 a year per officer.

A great idea in theory but it seems that only lefty has control of the monies. We were told that over the years, officers have asked for an accounting of the fund but have been ignored. It seems that "mister integrity" has refused to open the books to anyone who has asked only responding with a "What, you don't trust me?"

In addition to his shady accounting, there is no committee or consensus as to how the money is spent. If lefty thinks that an officer's family deserves flowers, they get flowers.

So, in the midst of case fixing, gambling, betrayal of his own family as well as his oath to uphold the law, we ask the question: Should this guy be trusted with what could easily be thousands of dollars without any auditing or accountability? Well duh!

Unexplained Pain Often Psychosomatic

The New England Journal of Medicine reported that many non-traumatic illnesses and pain onsets are caused by mental anxieties. Dr. Amil Hoptson of the Boston Chiropractic Clinic cited the case of an elderly police chief who was ridden with guilt after a lifetime of dishonesty and deception. "These feelings were such a burden to this man," Hoptson said, "one day he couldn't get out of his own car, his back just locked up!"

How Does Stubby Spend $25,000?

In the Daily News on Tuesday May 27th, there appeared an article on the dedication of the new war memorial. It talked about how our beloved mayor asked the state for $25,000 to "overhaul" the monument. At the dedication, the senator's aid, and daughter of the mayor, spoke of how the senator "sends his congratulations and appreciates all you (the mayor) do for the City of Duquesne."

So, we ask, what about securing money for the benefit of the town? What about bringing in new business and not screwing the ones we have? What about cleaning up more than the memorial and clean up Grant Avenue? If you haven't noticed, the newly planted flowers in the park don't make the drug dealers any prettier. We hate to break this to you stubby but Dairy Mart, a barber shop, a women's clothing store and a couple of bars don't make a "shopping district!"

By the way, have you seen the parklet at Grant and 837? Overgrown weeds, empty heroin packets and crack baggies, how inviting that is!

The Benefits of Being the Mayor's Daughter

Interesting that stubby's little girl was appointed Assistant Secretary to the Steel Valley Authority and asked to serve as an advisor for the YWCA and Treasurer for the League of Women Voters of Greater Pittsburgh. Daddy also got her a nice, well-paying job working for a Pennsylvania Senator. So what education does she have that makes her qualified for this state position? Why her degree in Theatre Arts, of course!

Talk about an irony, theatre drama masks represent Tragedy & Comedy, the two words that best describe her father's administration.

By the way, did we mention that she has a half-brother who is the business associate of an indicted drug dealer? (see April 26, 2008 post: Drugs, Money, Paper Companies and Duquesne City Hall). Hmmm, wonder if the senator is aware of this.

Stubby Doesn’t Disappoint With More of the Same

We see from Wednesday’s newspaper article that it’s business as usual when it comes to Duquesne business. Mayor stubby appointed the daughter of the recently deceased Controller. The new City Controller is a self described “Stay at home mom” with a business degree from Pitt at Johnstown. Well... what better credentials can one have?

The article went on to say; “Even with a reduced force, city police have been able to carry out a recent drug warrant sweep involving Allegheny County Detectives.” In reality, it was the Allegheny County Police (numbering over 40) who carried out the drug warrants with the Duquesne Police (numbering about 4) tagging along.

The City also swore in three new officers. Although the article mentioned that all three have six months to secure residences in Duquesne, it did not mention that if one or more of the new officers gains favor with the mayor by marrying into the family, washing his car, buying his dinner, or just being his buddy, they will be exempt from the residency ordinance.

The Taxpayer Pays Again

There are now two full-time officers on "light duty" in the Duquesne Police Department. One of them is due to a "temporary" ailment but the other, we're told, is permanently disabled from performing police duties. So, we ask why is he on the desk? Can't Duquesne better utilize that twenty+ dollars per hour for another officer on the street? Isn't that what a pension is for?

After listening to some scuttlebutt around town it seems that some people are still unclear about this blog. A few specific questions have arisen about what we've been writing. We'll try to answer them.

Q: Is any of this stuff true?

A: All that we're presented is fact and we have provided as much support documantation as possible. Where we did not actually show the black and white proof, we've provided the clickable link or told how and where to retrieve the documents. As to other accusations, we do have the actual paperwork but can not display it because it is inappropriate or confidential and can (and will) be given to law enforcement for criminal investigation.

Q: Who is doing this?

A: We are locals. We're taxpayers who are tired of seeing our hard-earned money wasted by arrogant and crooked bureaucrats. We live here but work elsewhere and have the right to drive through town without being harassed or have our car windows broken. We are city employees who are sick of being treated like its a privilege to work for the mayor and his council of cronies. We are not criminals or drug dealers but decent, hard-working people who were taught that honestly and integrity mean something. We are tired of being lied to before election day and tired of being taken advantage as our tax dollars are being wasted.

Q: Why are we exposing all this dirty laundry?

A: We are exposing this "stuff" because those who we speak of are not honest, they wouldn't know integrity if it bit them on their backsides. For their offices, they took an oath to serve and well as protect the residents of this town. They have failed this oath as they are only in their offices to stuff their own pockets as they exist under the motto "what's in it for me?" We have shown that without conscience, Krivacek and Adams have betrayed their offices, the citizens they swore to serve and even their own families.

Q: What do we want to accomplish by exposing all of this?

A: We demand the resignation of Mayor Krivacek as he has left the community unprotected by shorting an already stretched police force because of his arrogance and stupidity. He has wasted tens of thousands of dollars on lawsuits that he single-handedly brought against this town and he continues to spend hundreds of dollars on absurd labor arbitrations.

With regard to the Police Chief Adams, we will settle for no less than his removal from city hall in handcuffs charged with case fixing, obstruction of justice and official oppression.

As to who we are, until our goals are accomplished, we'll just remain the "Mystery Antagonists" whose numbers continue to grow.

So far we have talked about: Bookmaking and pool selling within city hall by a member of the police administration, irresponsible management by the misuse of personnel and manpower leaving the taxpayers inadequately protected by a short staffed police force, waste of taxpayer monies and city resources for the payment of lawsuits and needless union arbitrations, nepotism and favoritism, back-room political appointments that don’t benefit the residents but only further the “old boy” atmosphere on council, questionable relationships between the police administration and some residents as the chief’s cell phone rings when some get into trouble, the mayor and the Police Chief, both of whom should be beyond all reproach are discovered to have had affairs that produced children while they were married, the willful destruction of evidence in the case of a city employee who committed a criminal drug offense, case fixing and outright obstruction of justice by the police chief in a criminal case involving his friend, and (last but certainly not least) we discovered a business relationship between the mayor’s son and a Florida drug dealer who is visited yearly by our police chief while on vacation .

Experts say that we are all connected to one another in some way. Well, we found some very interesting connections that start in Duquesne, go all the way to Florida and then back to the Pittsburgh area again.

Duquesne is the current home to Mayor Philip T. Krivacek, Chief of Police Richard S. Adams, and former home to Carl Begovich, a classmate of Lefty Adams and seemingly life-long friend.

Begovich and others were federally indicted under the RICO Act for transporting one-half million to three-quarters of a million dollars worth of marijuana between Pittsburgh (Duquesne?), Chicago and Tampa in the late 1970’s and early 1980’s. Every summer, police chief Richard Adams goes to Florida to visit Begovich and stays as his guest in Begovich's condo.

Today Begovich along with his wife Bonita and others have a number of businesses registered across the State of Florida. It's interesting that all of the businesses registered are “inactive” according to the Florida Department of Corporations. Those businesses are: Home Sound Ventures, Inc., Atlantic Integrated Controls, LLC, Secure Controls BTS, Inc., VF Professional Services, Inc., and Dimensional Imaging, Inc.

Listed on the Florida corporation’s paperwork as the Title Manager for Secure Controls and Atlantic Integrated Controls is Philip C. Krivacek of Venetia, Pa. who is the son of Duquesne Mayor Philip T. Krivacek (from his first marriage).

Some time ago, Chief Adams had a buddy who was at his beck and call. We’ll just call him B.M. Lefty had it pretty good as B.M. would cut his grass, wash his car, clean his in-ground pool, etc. One day B.M. was charged with the theft of a woman’s purse from a bar on Kennedy Avenue. For the arresting officers, both of whom have moved on to greener and sunnier pastures, police work went on as they went about their business awaiting B.M.’s trial.

A few months later, those same officers were in criminal court for another matter. Neither officer ever received a subpoena for B.M.’s theft case but when they walked into Judge Donna Jo McDaniel’s courtroom, B.M. was there. Surprised by the officers, he stood up and asked “You guys aren’t here for me, are you?” The officers said no, they were on another case. B.M. then told them that Lefty gave him his subpoena and told him to just show up and that everything would be ok. B.M. said that Lefty told him “The victim is not coming and my guys won’t be there either.”

Is this not Obstruction of Justice?

In the not so distant past, a very reliable source in city hall overheard the mayor tell his son-in-law and others on the second floor “Don’t ever trust the police because they’re a brotherhood.”

The definition of a brotherhood, as defined by Merriam-Webster, is “a fellowship or alliance, an association for a particular purpose, a whole body of persons engaged in a business or profession, kindred, a loyal bond.”

The ignorant cave men feared and mistrusted what they didn’t understand so how can Krivacek have any trust when he doesn’t comprehend words like kindred, fellowship, purpose or loyalty?

Same old stubby attitude: “Police bad. Power good!”

The average temperature has been about 60 degrees and the air is thick with rocks and bricks as Duquesne’s youth continues to take advantage of the lessened police patrols due to the mayor’s “I did what I did because I wanted to and could” attitude. While our citizens are having rocks and bricks thrown through their house and car windows, mayor stubby does nothing to ensure our safety, security and peace of mind.

A Blast From the Past

Some years ago, there was a loyal city employee who had an interesting hobby. It seems that he had quite a flair for making things grow. He could have used his talents for growing roses, orchids or even prize winning vegetables but instead our employee-farmer used his green thumb for growing his own version of "Duquesne Gold" which he was growing in plastic drinking cups all over his yard here in Duquesne.

The bad news for him was that he never figured that his crop would be discovered and confiscated by a gung-ho Duquesne police officer. The good news was (and this is where being a loyal city employee came in handy), that although over two-dozen marijuana plants were taken from his property, only a couple made it to the Allegheny County Crime Lab for analysis. In addition, he was not charged criminally but only given a citation for disorderly conduct for which he paid a very small fine.

So...

Why was it that over two-dozen marijuana plants confiscated but he was not charged with a narcotics violation? What happened to the other plants that were not sent to the crime lab for analysis? Who else has benefitted after such criminal behavior?

Some Things Just Aren’t Funny Anymore

Last night we heard on the police scanner a number of shots fired calls coming from the North side of town. As officers were responding to these calls, more shots were heard by the officers themselves and by residents who continued to call 911 and report them. As these officers were trying to pinpoint the direction of the shots, the chief was also on the scene perhaps trying to help but in reality causing more problems for those officers. Adams continually transmitted over responding officers who were trying to talk to county 911 as he seemed to just bumble from street to street.

After 40+ years on the job, we suggest that 68 year old Lefty Adams must go and go now before he gets himself or someone else killed!

It's a Sad Day in Duquesne

Another season of college basketball has come to an end. To pass the time and keep from being too bored, maybe the Duquesne police administration could focus on the criminals, drug dealers, rock throwers and overall law breakers.

Of course these things may not be as important as college hoops and running pools but the bright side is that softball season is right around the corner.

Let us remind you stubby... when you were elected Mayor of Duquesne, you took an oath to serve your constituents. That service includes keeping them safe by providing protection. Over the past 10 days, we have counted over a dozen juvenile rock throwing incidents and nearly as many shots fired calls. By not providing the police protection we pay taxes for, you and council are failing to keep your oath. Its a matter of time before something bad happens to someone that you are responsible for. Turmoil in Duquesnestine

Trouble has been brewing on the West bank (of the Mon) where juveniles and adults alike have taken to the streets throwing rocks at cars, houses and people. Just when more police are needed to curb this destructive behavior, the mayor and council have seen fit to fire two police officers further limiting the safety and protection of Duquesne's taxpayers. Obviously mayor stubby hasn't had any projectiles launched through his windows but we're sure that if he does have a problem, Duquesne's finest will be there for him too, that is until his back-up arrives from Munhall.

In recent weeks, officers have broken up after hours parties at 525 West Grant Avenue on more than one occasion. The building owner told police that it was her residence and that she was "having some friends and family over." Odd that the county has that property listed as commercial not as residential.

What is interesting is that after such an encounter with the police last weekend, sources say that a certain member of the police department received a call on his personal cell phone from the property owner. After that call he told his officers to "leave the place alone."

Not the first time... bet it won't be the last!

Kudos to Councilman Martin for keeping alive the legacy of his great-aunt who gave so much to our state and country through her art.

However, in a story printed on March 24th, the Daily News reported that Mr. Martin "Spends a lot of time on the road" and "Recently he spent two weeks lecturing in North Carolina." One has to wonder how much time Mr. Martin has to commit to his duties as an APPOINTED Duquesne City Councilman.

Is he in town long enough to really know the issues or is he just told how to vote?

Dateline 2003: The City of Duquesne pays out over $100,000.00, including legal fees, to three cops after they were demoted for pulling the wrong lever on election day.

Dateline 2008: City Manager looks for checkbook again because two cops were fired for supposedly not living in city while third cop resides in Munhall. When cop 3 was asked why he can break the rules he responds "Can't talk now, Uncle Stubby is coming over for dinner."

This just in... Multiple lawsuits filed because officer promoted to full-time without testing for the position.

For a distressed community, they sure have a lot of money to burn!

On March 13th, the headline in the McKeesport Daily News read: 2 Duquesne police officers fired for failing to become city residents. The headline should have been: 2 out of 3 police officers fired for failing to become city residents.

Once again, the city has displayed not only boundless stupidity and arrogance but questionable timing as well. Why not fire two cops BEFORE the city hires to cover the shifts needed to protect the residents. Lets just hope some genius doesn't let the criminals know that the police are short-handed... oops, too late!
